In the United States, tariffs are imposed by the US government, that is, the government of the importer, and paid to the US government. Tariffs that are paid by Americans are not imposed or collect by the government of the exporting government or manufacturer.
Therefore, if Donald were able to impose tariffs on any foreign goods, including Chinese manufactured goods, American importers and would pay the increased costs, and the US government would collect the increase costs due to the tariff.
What stands as unusual, is that corporate media has not used visuals, on a visual media, to help explain to the public at large the basic facts of tariffs, and why the statement by Trump that China will pay the tariffs placed on Chinese goods entering the USA is false.

Trump frequently promotes the idea that when the United States places a tariff on an import from another country, that other country directly pays the bill. He’s wrong, but he keeps saying it. The US importer pay the bill and recovers the increased costs by increasing prices, which as illustrated above, can place the costs 0f goods, whose price increased because of the tariff, out of reach of some American consumers.
Historically, governments have sought to impose tariffs for two main reasons i.e., protect domestic manufacturers, or to generate revenue for the government.
In this regard, Trump seems to exhibit no fundamental understanding of what tariffs can and cannot achieve. And, this should come as no great surprise to the American or Chinese government or people.
